Since 2013, SFM implemented a scaling feature which enables for the alteration of the size of models and their bones, making for interesting effects (having the head disappear in a cloud of pink mist when hit with a sniper's bullet, for instance). The model would probably benefit from a custom cell shaded lightwarp and maybe a cell shaded outline to make it look more like the sprite. I have been researching into other (relatively unpricey) 3D programs that support any effects akin to inflation, whether it be just the scaling and deformation of body and limbs, or perhaps a rudimentary pressurized cloth simulation - fingers crossed on that one - and so far I have found only a few hits, including the game engine movie maker known as Source Filmmaker, used to make the cinematics and trailers for Team Fortress 2.
